Espionage lets players gather intelligence on enemy ship designs. The system is fully deterministic — success depends on a score comparison, not dice rolls.

Resolution Formula

success_score = attacker_espionage - defender_counterintelligence

The outcome is threshold-based:

Both attacker's espionage rating and defender's counterintelligence rating come from the tech tree (Administration branch).
